The only requirement for the disk / flash drive is that the media must contain at least 256 MB of data.

So you have a recovery disk. You need to boot from it and select one of the suggested keyboard layouts. After that, follow the path "Diagnostics" - "Advanced options" - "Command line" (you will not see a direct link to boot the system in safe mode).

Select command line and enter:

bcdedit /set (globalsettings) advancedoptions true

After receiving a message about a successful operation, close the command line and select "Continue".
